PURPOSE: A plastic working method of high reactivity of metal powder using a plastic working device comprising a rapid heating unit using resistor is provided to hold the creation of a surface oxidation layer back by holding oxidation reaction back and enhance the density and mechanical strength of a rolled product. CONSTITUTION: A plastic working method of high reactivity of metal powder comprises next steps. Equipment is set(S100). High reactivity of metal power consisting of one or more of Ti, Zr, Nb, Mo is rolled to low density of board(S200). A rapid heating unit for generating resistance for the low density board guided inwards at an inert atmosphere is operated to heat the low density board(S300). The heated low density board is rolled to form a rolled product(S400). The rolled product guided outwards at an inert atmosphere is rapidly cooled to below 400C to limit surface oxidation(S500). The rapid heating unit is composed of a first heating roller and a second heating roller. Different polarities are applied to the first and second heating rollers.
