PURPOSE: An apparatus and a method for managing resource to decrease inter cell interference in a broadband wireless communication system are provided to restrain inter cell interference in low calculation complexity by performing calculation for reducing the inter cell interference in each base station.;CONSTITUTION: In order to maximize the transfer rate sum and the satisfaction of QoS(Quality of Service) of mobile terminals, a base station allocates resources and transmission power based on long-term cycle channel information of the terminals(110). Based on both the RNRT(Relative Narrowband Transmit Power) information of neighbor base stations and the power distribution among allocation results, the base station determines a transmission power limit by resource block(120).
