The present invention discloses a reconfigurable encoder/decoder, and an Optical Line Terminal (OLT), Optical Network Unit (ONU) and Optical Code Division Multiple Access Passive Optical Network (OCDMA-PON) based on said reconfigurable encoder/decoder. The reconfigurable encoder comprises: an Arrayed Waveguide Grating (AWG), N adjustable optical fiber delayers, N is an integer and N≧1, M reflectors, M is an integer and N≧M≧1, the AWG has N input ports and N output ports at least, wherein the output ports of the AWG are connected to the input of the adjustable optical fiber delayers, and the outputs of the adjustable optical fiber delayers are connected to the reflectors; the input signal is input from the input ports of the AWG, output from the corresponding output ports after processed by the AWG, and each output signal reaches the reflectors after delayed by the adjustable optical fiber delayer and returns to the output port of the AWG through the corresponding adjustable optical fiber delayer after reflected by the reflector. The technical solution of the present invention can reduce the consumption and cost.
