[Problems] Provided are a photoelectric conversion element manufacturing method and the like which is capable of easily manufacturing a photoelectric conversion element including a terminal that is strongly bonded to an electrode made of titanium.;[Means to solve the Problems] A method of manufacturing a photoelectric conversion element 100 includes: a semiconductor forming step of forming a porous oxide semiconductor layer 3 on a surface of a catalytic layer 6 of a first electrode 10 including a metal plate 4 made of titanium or an alloy including titanium and the catalytic layer 6, or a surface of a transparent conductor 1 of a second electrode 20 including the transparent conductor 1; a dye supporting step of supporting a photo-sensitized dye on the porous oxide semiconductor layer 3; a sealing step of surrounding and sealing the porous oxide semiconductor layer 3 and an electrolyte 5 between the first electrode 10 and the second electrode 20 with a sealing material 14; and a terminal forming step of forming a terminal 7 on the metal plate 4. In the terminal forming step, the terminal 7 is formed by pressing a metal member including at least one of copper and nickel against the metal plate 4 and applying an ultrasonic wave to the metal member.
