A locomotive monitoring system based on satellite mobile communication, immobile communication and remote-sensing technology comprises a railway network monitoring station (6). Antennas of the railway network monitoring station (6) transfer image information sampled by the camera heads arranged along the railway to the ground command center (7) via the communication satellites (3). The command center (7) determines whether the railway network is in danger or not according to the image information received. The monitoring system is composed of a space part (1) and a ground part (2). The space part (1) is composed of three kinds of satellites, which are remote sensing and telemetry satellite (4), a communication satellite (3) and a mobile communication satellite (5). The ground part (2) is composed of a railway network monitoring station (6), a command center (7) and a high speed locomotive (8) system.
