A policy and charging control method based on the current time zone of the user is provided by the invention, which includes that: a Policy and Charging Rules Function (PCRF) subscribes the time zone change event of a user equipment from a Policy and Control Enforcement Function (PCEF) or a Bearer Binding and Event Reporting Function (BBERF); when the user equipment moves to another time zone, the PCEF or BBERF reports the time zone change event and the parameters of the current time zone of the user equipment to the PCRF after detecting that the time zone change event of the user equipment occurs; the PCRF reconstitutes the Policy and Charging Control (PCC) rules for the current time zone of the user equipment, after receiving the reported time zone change event and parameters of the current time zone of the user equipment. Compared with the existing technology, the invention could enable the PCRF to constitute a more exact policy and charging rules according to the different current time zone of the UE.
