This invention provides an apparatus and method for treating a waste gas, which,without an excessive increase in equipment cost, prevent troubles such as cloggingcaused by dust deposition in a waste gas treatment equipment and a deteriorationof equipment by corrosion in a rotary hearth furnace-type reducing furnace and,at the same time, can realize effective utilization of sensible heat of a wastegas in preheating of air for burner combustion in the rotary hearth furnace-typereducing furnace. This apparatus is provided with an emission heat exchanger(2) for heat exchange between the waste gas and the air discharged from the rotaryhearth furnace-type reducing furnace. This emission heat exchanger (2) comprisesa metallic inner cylinder (22) surrounding a space for waste gas flow, an outercylinder (21), which is disposed on the radial outer side of the inner cylinderand defines a flow passage for air flow for heat exchange with the waste gas betweenthe outer cylinder (21) and the inner cylinder (22), and a highly heat conductiverefractory (23) which is applied on the inner side of the inner cylinder (22) soas to cover the inner face of the inner cylinder (22).
