P To efficiently select a phonetic model which is previously generated by using a small amount of speech data. PSOLUTION: A device for selecting a phonetic model includes: a feature quantity extraction unit 104 which extracts a feature quantity of audio data wherein first label information indicating property information of respective phonemes constituting the input speech data is present; a phonetic model storage unit 108 which stores a plurality of pairs of phonetic models generated by modeling acoustic features of respective phonemes constituting a previously recorded speech and phonetic models generated by modeling metrical features; a second label information calculation unit 106 which calculates second label information indicating property information of the respective phonemes of the input speech data from acoustic models corresponding to the respective phonemes based upon the feature quantities calculated by the feature quantity extraction unit; and a phonetic model selection unit 112 which selects an acoustic model and a metrical model from the phonetic model storage unit according to the first label information and second label information.
