PROBLEM TO BE SOLVED: To provide an efficient and economic method by which the number of utilizable telephone numbers can be increased in the field of telecommunications.;SOLUTION: A telecommunications system (100), a service control point (108), and a method (300) that can establish specialized dialing plans utilizing one or more of unused country codes in the traditional international dialing plan, are provided. The telecommunications system (100) translates the digits of a telephone call (104) to direct the call (104) to a service provider (112) instead of a foreign country (114).
