PROBLEM TO BE SOLVED: To extract information for tracking a bright point, etc., from an image even when the bright point is observed with high density.;SOLUTION: A peak extracting part 121 extracts a pixel (a peak pixel) with luminance higher than an adjacent pixel among the plurality of pixels constituting an object image. A bright point area storage part 131 stores one or more pixels including the peak pixel extracted by the peak extracting part 121 as a bright point area. A peripheral pixel extracting part 132 extracts a pixel (a peripheral pixel) which is the pixel adjacent to the pixel included in the bright point area and not included in the bright point area. A luminance comparing part 133 compares the luminance of the peripheral pixel with the luminance of the pixel included in the bright point area. When the luminance of the peripheral pixel is lower than the luminance of the pixel included in the bright point area, a bright point area enlarging part 134 adds the peripheral pixel to the bright point area.;COPYRIGHT: (C)2011,JPO&INPIT
