PROBLEM TO BE SOLVED: To provide a technology adopting a citizen airport theory in an airport planning theory commonly used conventionally, directly using economic strength and productive power possessed by airports and air transport for local socioeconomy to the utmost extent and forming a core transportation infrastructure for sustainable growth of local socioeconomy in the era of local autonomy which will be internationalized in the near future.;SOLUTION: To observe various requirements of safety, ease and living environment essential for recent social living and maximize economic strength and productive power possessed by airports and air transport, (A) aircraft safe traveling and living environment protection regions are arranged. (B) Passenger terminal buildings are arranged outside the aircraft safe traveling and living environment protection regions.
