PROBLEM TO BE SOLVED: To automatically perform maintenance of the guideline of a Web site.;SOLUTION: A storage device 252 is configured to preliminarily store the data of a guideline defining a plurality of items showing the configurations of Web pages and the allowable range of the value of each item. An item extraction part 213 is configured to, on the basis of the value of each of items showing the configurations of the respective Web pages and the high frequency of access to the respective Web pages as regards a plurality of Web pages created according to the guideline, calculate a correlation between the item and the high frequency of access, and to extract the item having a fixed or more correlation with the high frequency of access.
