PPROBLEM TO BE SOLVED: To evaluate an error between a predicted value and an actually measured value considering how the error changes in relation to a group of an attribute value of a phenomenon to be observed (for example, time-sequentially). PSOLUTION: A prediction error-evaluating device 10 preliminarily stores error data in a storage device in association with dates. The error data are data which indicate errors between predicted values to power consumption quantities and actually measured values thereof. A statistical processing part 11 makes one part group and a plurality of part groups, which are obtained by shifting the head and end of the part group by prescribed numbers, processing-object groups according to the groups of the dates stored in the storage device. Then, the statistical processing part 11 reads out, for each processing object group, the error data, which correspond to the dates included in the processing-object groups, from the storage device. The statistical processing part 11 computes, for each processing-object group, the averages or distributions of the error data thus read out, and finds the approximation curves of the distributions of the errors on the basis of the averages and the distributions.
