PPROBLEM TO BE SOLVED: To provide a method of manufacturing a reliable conductive color filter substrate having high transmittance and low resistance without causing complication and high price in a manufacturing process, and to provide the conductive color filter substrate, a reflective display element, and an electrochemical display element. PSOLUTION: This method includes a process of forming a groove in a surface of a transparent insulator, a process of forming a metal electrode film on the surface of the transparent insulator including the groove, a process of patterning the metal electrode film by removing the metal electrode film formed outside the groove by chemical-mechanical polishing, a process of forming a color filter on the surface of the transparent insulator except the patterned metal electrode film, and a process of forming a transparent conductive film on the surface of the transparent insulator including the patterned metal electrode film and the color filter.
