PROBLEM TO BE SOLVED: To provide a traffic congestion avoidance device, an in-vehicle device, a traffic congestion avoidance system, a traffic congestion avoidance method, and a program capable of reducing traffic congestion by vehicles.;SOLUTION: A server includes a vehicle-attribute receiving unit for receiving location information indicating the location of a vehicle, having a car navigation terminal and attribute information indicating the attribute of the vehicle from each of a plurality of car navigation terminals; a generating unit for generating first avoidance information for specifying an avoidance route in a congested section, based on the attribute information of a specified vehicle, and map information, the attribute information whose location information indicating a location near the congested section and generating second avoidance information for specifying other avoidance routes, when the number of specified vehicles exceeds a predetermined threshold value; and a retrieval condition transmitting unit for transmitting, among the car navigation terminals mounted in the specified vehicles, the first avoidance information to the number of predetermined thresholds of car navigation terminals, and the second avoidance information to other car navigation terminals.;COPYRIGHT: (C)2012,JPO&INPIT
