PURPOSE: Trail stairs for preventing soil runoff is provided to be conveniently constructed in compared with timber, to enable a user to semi-permanently use the trail stairs by preventing decomposition, and to be used for forming the floor of a park. CONSTITUTION: Trail stairs(1) for preventing soil runoff is manufactured through the following steps: pulverizing sheath which is peeled from a waste communication cable or a waste power caber into particles of 0.5 ~ 1mm; mixing the pulverized sheath 65 ~ 85wt%, polyethylene(PE) 5 ~ 10wt%, pearlite 5 ~ 10wt%, vermiculite, and one or more 5 ~ 10wt% selected from zeolite or sepiolite; fusing and pressing the mixture at 280 ~ 330C.
