PURPOSE: A moving relay cell choice device of a wireless communication system and a method thereof are provided to solve communication disconnection with scanning of moving relay in a mobile terminal by completing the scanning at the same time through proceeding the scanning in the moving relay and the mobile terminal at the same time.;CONSTITUTION: A moving RS(Relay Station) proceeds scanning. At the same time, a Serving BS(Base Station) transmits dividedly scanned adjacent base stations to an MS(Mobile Station)1-MS3 with the moving Relay Station. The moving Relay Station and the MS(Mobile Station)1-MS3 proceeds the scanning at the same time. When hand over about a neighboring base station with the best signal quality is proceeded, the adjacent base station is configured to a handover-predicted base station.;COPYRIGHT KIPO 2010
