PURPOSE: A water preheating system of a boiler using a freezing device is provided to reduce the operating time of a boiler by preheating water supplied to the boiler and supplying hot water. CONSTITUTION: A water preheating system of a boiler using a freezing device performs a supplied water preheating step and a boiler chamber heat recovering step. In the supplied water preheating step, the refrigerant of high pressure and high temperature transferred to a condenser(12) and water circulating in a hot water tank(3) are heat-exchanged in refrigerant and hot water circulating chambers(5a,5b). The refrigerant is cooled and is transferred to the condenser and then, the water is heated at high temperature and is supplied to a boiler(2). In the boiler chamber heat recovering step, cool water supplied to a water cooling type cooler(6) is heat-exchanged with the hot air of a boiler chamber(4).
