A method for emergency service session handover and an emergency service system are provided, and user equipment (UE) establishes the emergency service session anchored with the emergency service centralization and continuity application server (SCC AS) with the public safety answering point (PSAP) through the Long Term Evolution/System Architecture Evolution(LTE/SAE) network; when the emergency service session needs to be switched to accessing from the Circuit Switched(CS) domain, the method includes: the enhanced Mobile Switch Center(MSC) uses the Mobile Application Part(MAP) signal, the Session Initial Protocol(SIP) message or the enhanced ISDN User Part(ISUP) message to send the emergency session associated information of the emergency service session to the emergency SCC AS; the emergency SCC AS finds out the emergency service session according to the emergency session associated information, and then the emergency SCC AS updates the remote session branch of the emergency service session; the enhanced MSC notifies the UE to access from the GERAN or the UTRAN of the CS domain; wherein the remote session branch is the session resource of the emergency service session established before the handover between the emergency SCC AS and the PSAP.
