A bridge deck composite for a bridge or concrete structure according to the present invention comprises epoxy resin, urethane epoxy resin, tar, and hardener. In addition, a bridge deck waterproofing construction method using the same is a layered waterproofing construction method impregnating glass fiber roving cloth with the bridge deck waterproofing composite which comprises a step for bonding the waterproofing layer and an ASCON layer by coating the bridge deck waterproofing composite and casting the ASCON at the same time. According to the present invention, the bridge deck waterproofing composite of the bridge or concrete structure prevents cracking and uneven section caused by detachment and breakage because concrete and waterproofing and ASCON layers are integrated by strong adhesion. In addition, the layered waterproofing construction method impregnates glass fiber roving cloth with the composite, integrates the entire floor, and maintains the integral waterproofing layer, so the lifetime for maintaining waterproofing performance is lengthened.
