PROBLEM TO BE SOLVED: To easily form an aqueous solvent for preparing an aqueous solution having superior function to a solute, at a low cost.;SOLUTION: The aqueous solvent forming method and the aqueous solvent forming apparatus form the aqueous solvent for preparing an aqueous solution having an ionic product of 10-14mol/l or more at 25C. In the method, a dilute aqueous solution of an electrolyte is used as electrolysis object water, and is supplied to one of a positive electrode side electrolysis cell and a negative electrode side electrolysis cell composing a diaphragm cell and electrolyzed in the one cell, and then the formed electrolyzed water is supplied to another opposite cell of the positive electrode side electrolysis cell or the negative electrode side electrolysis cell and electrolyzed in the other cell. The aqueous solvent forming apparatus is an electrolyzed water forming apparatus, mainly comprising the diaphragm electrolysis cell, and performing circulating electrolysis.;COPYRIGHT: (C)2005,JPO&NCIPI
