PROBLEM TO BE SOLVED: To provide a coating primary treatment to a steel material where, in chemical conversion treatment for a steel material comprising no hexavalent chromic acid on the surface, the treatment can be performed only by coating/drying without requiring complicated stages such as water-washing, and also, a coating film having water adhesion resistance and peeling resistance equal to those by chromate treatment can be applied to the steel material.;SOLUTION: As primary treatment, a treatment liquid obtained by adding silica particulates to a phosphoric metal compound represented by magnesium is applied under the condition where the coating weight of the phosphoric metal compound is controlled to 0.3 to 5 g/m2, and is dried, so as to form a treated layer, and thereafter, a resin primer layer and a corrosion protective coating layer having a thickness of ≥0.3 mm are successively stacked, so as to be used.
