PROBLEM TO BE SOLVED: To reduce cost, stabilize quality and improve executability. SOLUTION: The debris dam 1 is built of internal concrete 1a, external concrete 1b, reinforcing bars 1c, etc. The internal concrete 1a is poor-mix concrete formed by ultra-hard kneading using crusher run as aggregate. The crusher run is a granular bottoming used for the lower subbase course of road pavement and is the crushed stones for road stipulated in quality by JIS A 5001. The crusher run is higher in uniformity than the materials generated in site, is inexpensive and has versatility. The crushed stones of the specified quality are therefore easily available in any execution site and the formation of standard quality control criteria, execution procedures, etc. is possible. The simplification of intricate and costly tests, investigations, etc. is thus possible.
