PPROBLEM TO BE SOLVED: To perform meteorological prediction using two-dimensional meteorological images and estimate the meteorological conditions. PSOLUTION: The meteorological predicting apparatus includes an input means for inputting a plurality of two-dimensional meteorological images which are consecutive in time series; an image characteristic quantity analysis means for detecting a two-dimensional pattern area, in which a pattern of a rain cloud or a thundercloud is present on the basis of the image gray values of the meteorological images; a three-dimensional modeling means for generating the three-dimensional model of the pattern area; a prediction means for calculating the motion vector of the pattern area from the consecutive meteorological images and changing the pattern area, on the basis of the motion vector to generate a meteorological image to be predicted; and a condition estimation means for estimating that the meteorological condition of the pattern area is which of development, decline, and stagnation, on the basis of a change in the height of the three-dimensional model.
