PPROBLEM TO BE SOLVED: To provide a hydrogen separation type hydrogen producing system using oxygen combustion technology by which carbon dioxide originating from hydrocarbon based fuel is recovered and all or almost all of water is recovered. PSOLUTION: The hydrogen separation type hydrogen producing system has a hydrogen separation type steam reformer, a combustor and a boiler using hydrocarbon based fuel and producing a reforming steam and uses an oxygen combustion technology for the combustor, wherein the combustor uses oxygen or oxygen enriched gas. After an off-gas from the hydrogen separation type steam reformer, a combustion waste gas from the combustor and a combustion waste gas from the boiler are cooled and joined, water separated in a water separator is recycled as raw material gas reforming water in the hydrogen separation type steam reformer, a separated gas is introduced into a carbon dioxide liquefaction recovering apparatus to be separated into liquefied carbonic acid and an off-gas from which carbon dioxide is removed and the liquefied carbonic acid is recovered and the off-gas is used as fuel in the combustor.
