It is proposed arrangement of the system of exploratory drilling of oil and gas deposits in shallow water, marshland and tundra (permafrost), containing the loading platform in the form of a hovercraft (SVP), which from the top (the upper deck), it is possible to mount the rig with the necessary equipment, and positioned in the housing SVP power equipment, personnel and machinery SVP (except thrusters providing movement of the ship in a horizontal plane and located on top deck), and other circulating rig system. The housing SVP provided with at least three retractable support columns and inside them are arranged hydraulically crushing in piles ground to improve stability of the vessel on the ground, systems, piping, provide erosion weak ground beneath the feet of columns, and in permafrost - "primorazhivanie" soles of the feet to the permafrost layer by injecting into the cavity a foot coolant or the heating medium, air or a desired temperature, wherein the derrick, a desk top and other equipment (load Swan ka, blowout) to reduce inertia and minimize the roll angles during transport are located on the SVP folded. SVP can move from above the water, or in a flat surface at a low altitude, without destroying the plant cut marshland or tundra, and when positioning at the drilling site minimizes damage to the environment.
