An optimal operational policy system and its application method for drought management are provided to effectively prepare water shortage by applying to a dam supplying water. A normal operational policy model(130) unites an ESP(Ensemble Streamflow Prediction) which predicts the probabilistic streamflow and an SSDP considering the uncertainty of the future inflow. An emergency operation model(140) unites a hedging rule for bracing for drought and an SSDP. An ADI(Aggregate Drought Index) trigger(110) is a boundary value of the index classifying presence and depth of drought the integration drought index into the basis. A water storage trigger(120) is a reference water level which is set up according to the reliability assessment by the operation period unit.
