A data transmitting and receiving unit(161) receives and transmits geomorphic data in which one of the geographic information and navigation information. A data processing unit(162) allocates geomorphic data to a node of non-oriented graph. If geomorphic data which is out of the domain of the non-directional graph is received, the data processing block produces node in order to correspond to geomorphic data. An image generating unit(163) generates three-dimensional terrain image by using the geomorphic data.
