A method for manufacturing a silicoaluminophosphate molecular sieve with high performance and stability to manufacture of light olefins and a method for manufacturing the light olefins using the same are provided to increase MTO reactivity efficiency, catalyst life, and a catalyst synthesis yield by optimizing size of a crystal. A method for manufacturing a silicoaluminophosphate catalyst to manufacture of light olefins comprises the following steps of: manufacturing aluminum phosphate gel by mixing water, an alumina precursor, a phosphoric acid; adding an organic template is added in the aluminum phosphate gel; manufacturing synthesized gel by agitating the aluminum phosphate gel and the organic template; dissolving silica after mixing and agitating a DEA organic template and a silica precursor; mixing a silica-dissolved mixture with the synthetic gel; manufacturing SAPO-34 containing the organic template; and the manufacturing the SAPO-34 removed the organic template.
