A ship location management system and location management device is provided to minimize power consumption of the ship by determining signal sending level according to the distance of naval vessels and vessel. A ship position management system(10) comprises the ship(30) sailing the nearby marine of the naval vessels(20). The naval vessels regularly communicate with ships sailing, and it send and receive the identifying information of ships, location information and status information. The naval vessels manage equation information, location information and status information. The naval vessels comprise the location detecting system(22) for the vessel for communicating with ships. The ship comprises the marine location detecting system(32) for communicating with the vessel.
