An avirulent attenuated strain of Pasteurella multocida is provided to improve the prevention and treatment efficiency of swine pasteurellosis caused by Pasteurella multocida by removing PMT(Pasteurella multocida toxin) from Pasteurella multocida through knocking-out of a toxA gene of Pasteurella multocida, so that the strain is useful for producing a live vaccine. An avirulent attenuated strain of Pasteurella multocida(KCCM 10824P) wherein a toxA gene is knocked-out is produced by transforming Pasteurella multocida with a polynucleotide consisting of a 0.52 kb N-terminal fragment of Pasteurella multocida toxA gene, an antibiotic-resistant gene and a 0.44 kb C-terminal fragment of Pasteurella multocida toxA gene, and has the nucleotide sequence of SEQ ID NO:1, wherein the antibiotic is kanamycin. A live vaccine for preventing and treating swine pasteurellosis contains the avirulent attenuated strain of Pasteurella multocida(KCCM 10824P).
