One short term power load predicting method uses a genetic algorithm and a fuzzy system, and the prediction rule for being used to save a fuzzy membership functions is arranged to for short term prediction method to be applied to commercial plan foundation, weather forecast, the prediction of stock price and field of signal processing. One membership function is determined (301). The database of membership function and additional functional value that wherein input data belongs to is generated by generating a prediction rule (302). Prediction rule is set as a kind of Max- minimums method (303). One logical rule is generated (304). Time series forecasting is realized via Max- minimums method and the center method of average (305). (306) are changed by the membership function shape and rule of genetic algorithm.
