To prevent or combat fraud, e.g. concerning the total costs and total mileage driven, the measured usage, e.g. costs and mileage driven, is registered in association with a timestamp, or a new declaration of usage can only be made after a predetermined amount of time has lapsed since the last declaration. In the vehicle, a trusted element such as a smart card (3) keeps track of the total costs and total mileage driven. At certain times such as during roadside spot-checks, the smart card sends the stored costs and mileage driven to a roadside enforcement system.
