PPROBLEM TO BE SOLVED: To provide a system and a program for predicting distributed outflow capable of reducing a load for arithmetic processing, and capable of predicting the flood precisely, in the system capable of predicting outflows in all the time points from a regular time to a flood time in an optional point within a prescribed area. PSOLUTION: This system/program identifies an area number imparted to a catchment area model data including a modeled data of underground layer structure, a unit area arithmetic-processed by a mesh number, and a mesh constituting the unit area, executes outflow prediction computation in a range correlated with the mesh according to an order of a computation number imparted to the identified mesh, substitutes the range with the same shape of mesh contracted in response to a ratio to a size of the one mesh, and executes the outflow prediction computation based on the substituted mesh.
