PROBLEM TO BE SOLVED: To provide a VPN topology controller, VPN topology control system and VPN topology control method and program capable of automatically changing topology formed by a VPN for making a connection between respective bases according to the state of data flow between the respective bases.;SOLUTION: In the VPN topology controller 1, even if new data flow occurs, a VPN topology calculating part 14 can calculate a path of data flow and calculate topology that can form the path while making in the low level the number of connected VPNs of each router by positively disconnecting and eliminating VPNs in which data flow ends. Thus, even though the upper limit number of connected VPNs of a router is small, topology formed by a VPN for making a connection between respective routes 2 can be automatically changed in accordance with a state of data flow between the respective routers.;COPYRIGHT: (C)2009,JPO&INPIT
