PROBLEM TO BE SOLVED: To guarantee the quality of services using a wireless LAN by realizing fairness of the communication while improving throughput of a relay base station device even if a transmission rate and an application used by many terminals are different in the wireless LAN.;SOLUTION: A packet classifying means 11 classifies a packet on the basis of identification information (a type of application executed by a terminal 43, the transmission rate of a wireless channel which can be used by the terminal 43, and the data amount of a packet transmitted/received by the terminal 43) described in the packet. The type of queue 12 is specified from the identification information. A packet storing means 13 stores the classified packet in the proper queue 12. A schedule managing means 14 selects the queue 12 for transmitting the packet, decides timing for transmitting the packet, and informs a packet transmitting means 15 of the queue 12 and the timing.
