PROBLEM TO BE SOLVED: To cause an operation combining system which converts the algorithm specification data of a higher-order language into RT-level description format design data to output RT-level design data through a description arrangement that takes into consideration the test-facilitating design of a subsequent process, for the design of a semiconductor integrated circuit.;SOLUTION: The operation combining system has a means for reading the algorithm specification data; an operation combining engine; an RT-level description format design data output means; and a memory library. The memory library is consulted from the operation combining engine and used in the estimation of memory and/or the selection of allocations for operation combination. The RT-level description format design data output means hierarchizes the results of the operation combination to provide different hierarchies concerning an estimated/mapped RAM and other functions and output the RT-level description format design data.;COPYRIGHT: (C)2004,JPO&NCIPI
