PPROBLEM TO BE SOLVED: To provide a carbon-covered graphite anode material for a lithium-ion secondary battery in which feature of non-orientation graphite particles is maintained and of which charging load characteristics and low temperature charging performance are improved and its manufacturing method, and provide an anode for the lithium-ion secondary battery and the lithium-ion secondary battery using the anode material. PSOLUTION: The carbon-covered graphite anode material for the lithium-ion secondary battery includes the graphite particles to become a core, and a carbon layer covering the graphite particles. The graphite particles to become the core have structures that a plurality of flat-shaped graphite particles are mutually aggregated or coupled in non-parallel, an R value (ID/IG) as an intensity ratio of a peak intensity (ID) in the range of 1,300 to 1,400 cmSP-1/SPmeasured by Raman spectroscopy to a peak intensity (IG) in the range of 1,560 to 1,650 cmSP-1/SPof 0.3 or less, and a concentration of a nitrogen element on the surface of the carbon-covered graphite anode material measured by X-ray photoelectron spectroscopy (XPS) of 1.5 to 10 at%.
