The present invention relates to a method and apparatus for increasing the coding efficiency in to entropy encoding the FGS (Fine Granular Scalability) layer. A frame encoding unit for generating a quality layer at least one of the input video frames, in response to the first coefficient of the quality layers present, video encoder, a lower layer which is adjacent to the current layer included in the quality layer of the at least one and a path coding unit which losslessly encodes the first coefficient by the coding pass coding path selection unit that selects the coding pass by referring to the second coefficient, and said selected.
