PPROBLEM TO BE SOLVED: To provide a two-component developer which suppresses a change in charge imparting property to a toner due to wear of a coating layer and enables to stably form fog-free stable images with constant image density over a long period of time, and to provide an image forming apparatus in which development is performed using the two-component developer. PSOLUTION: A carrier 144 has a coating layer 141 on the surface of a core particle 140, wherein the coating layer 141 includes a charge improver and a coating resin in which the charge improver is dispersed. The charge improver includes a nitrogen-containing resin and an ammonium salt compound represented by general formula (1). The coating resin includes a silicone resin.
