The device has a fixed lower disk (A) for supporting rollers that guide a rotating upper disk (B). The upper disk causes locking of strands (C) during its rotation, so as to imprison flowers and a wrapping paper. A brake lever (D) locks the device, when the flowers are in ideal position and are ready to be tied up. A cavity of the disks receives the flowers with the wrapping paper to form a bouquet. The fixed disk is equipped with a foot or a support to be fixed on a table.
