The device (2) has a casing (5) including a front part with a fixed external deflector (25) that is inclined upwards above an entrance opening for bending plants i.e. small shrubs, during displacement of the device to facilitate cutting and grinding of the plants by a horizontal blade (13) and a vertical blade. The deflector has a front edge with curved parts (26) separated in transversal direction during the displacement. The parts have radii, respectively, centered on vertical rotational axes of motorized rotors so that the plants contacting the parts are penetrated in a blades' action zone.
