The barge has six arms (3) connecting a circular ring shaped dike (2) to a central float (1) in order to delimit ports (7). Each port has a base supported by floating box beams connecting the dike and float. A superstructure above the float, has a circular ring shaped framework, constituted of stacks (11) fitted in the float, beams, boards and posts, to form cylindrical buildings (10), and bracings in the upper extension of the arms.
