The device has a coaxially to a rotating shaft (5) supported coaxial to an arranged internal stator (2), and the shaft is arranged coaxially with a rotor (1), and also coaxially arranged to an outer stator (3). The rotor is arranged radially outside to the internal stator, and is firmly connected with the shaft. The outside stator is arranged radially outside to the rotor. The outer stator has dipole magnets (6) arranged on the lateral surface of a circular cylinder, where dipole magnets are evenly distributed on the lateral surface.
