A toilet bowl cover, a toilet bowl, and a toile bowl lid manufactured by foaming polyurethane and a method thereof are provided to make the product soft to touch and harmless to a human body by filling polyurethane to a mold with or without a toilet bowl reinforcement frame and foaming with heat. A method of manufacturing a toilet bowl and a toilet bowl lid contacting skin of a user comprises the steps of: manufacturing a toilet bowl reinforcement frame to prevent deformation of the toilet bowel, including a connecting part connected to a toilet bowl body considering a size and a shape of the toilet bowl, to be rotated at a regular angle; fixing the toilet bowl reinforcement frame in a metal mold, to be separated from the metal mold with multiple pins; pouring 40-58 wt.% of polyol with a foaming agent and an additive and 60-42 wt.% of isocyanate with a foaming agent and an additive to the metal mold fixed with the toilet bowl reinforcement frame inside; and pouring material for foaming polyurethane in the metal mold, keeping for 5-11 minutes at 100-120 ‹C for foaming, and removing the metal mold and the multiple pins.
