A material composition for engineering works and construction comprising loess as a main raw material is provided to decrease materials harmful to human body generated from cement due to significantly decreased cement addition amount, have physical properties corresponding to a general concrete structure by adding a solidifying agent and an acrylic monomer, and provide excellent far-infrared rays radiation, anti-bacterial, deodorizing, soundproofing and heat-insulating functions by adding illite in addition to the loess. A material composition for engineering works and construction comprises 50 wt.% of loess, 30 wt.% of terra alba, 10 wt.% of white cement, 3.5 wt.% of liquid acryl monomer including a crosslinking agent, 2.5 wt.% of a solidifying agent, 1.5 wt.% of illite, 1.5 wt.% of monazite powder, and 1 wt.% of a mixing agent of orotan 819(95-97% of sodium salt condensed naphthalenesulfonic acid sodium sulfate and 3-5% of water).
