A white phosphor layer, a fabrication method thereof, and a white light-emitting electroluminescent device and a white light-emitting diode and an illumination device using the same are provided to realize white light of high efficiency by minimizing emission loss through re-absorption of a light emitted from each phosphor. In a phosphor layer(100) comprising a white light emitting diode, phosphors of blue, green and red or complementary blue and yellow emission components are arranged in a single layer to emit a white light by mixing each phosphor color during emission operation. Each phosphor is cross-arranged in a lattice structure. Chromaticity is controlled through phosphor emission color assembly by dividing each phosphor lattice.
