A construction method of a pack filter at the construction of a seawall, an estuary dyke and a revetment is provided to prevent the loss of gravel and sand against the difference between the rise and fall of the tide, to keep the position of a pack filter stably, to shorten a period of construction and to reduce the cost of construction. The invention relates to a method for constructing a pack filter(10) to the inner bay of the pre-constructed riprap bank(1) at the construction of a seawall, an estuary dyke and a revetment. The pack filter is manufactured with geosynthetics having water permeability and provided with many tubes(11) filled with gravel and sand(2), so that if seawater goes in and out to a gap of the riprap bank, the gravel and sand filled in the tubes are not washed away by the pack filter.
