An A/D converter(20) converts the detected analog signal into a digital signal. A signal processor(30) performs one or more among functions to decide a short circuit by comparing a slope of an effective value with a reference value by calculating one or more among the effective value, a delay time, harmonics, and a shoulder value, to decide an electric leakage by comparing a leakage current with the reference value, to decide the generation of the tracking by comparing the rate of increase of the harmonics with the reference value in an electric leakage state, and to decide the generation of the arc by comparing the effective value of the current, the width of the shoulder, the delay time, the rate of increase of the harmonics with the reference values. A display unit(41) displays the process result of the signal processor.
