A friction stir spot welding apparatus and a welding method using the same are provided to apply heat to the surface of a welding part using laser beam and to reduce friction heat by a rotary tool so as to minimize abrasion of the rotary tool. A friction stir spot welding apparatus using laser beam comprises a laser beam generating part(20), an optical control part(30), and a friction agitating part(40). The laser beam generating part, located above a bonded material(11), oscillates the laser beam. The optical control part, located at the opposite side of the laser beam generating part, illuminates the laser beam to the surface of a bonded part(10) through a reflection mirror(33). The friction agitating part, located above the material, applies friction heat to the welding part of the bonded part by using a rotary tool(43). The laser beam generating part includes a semiconductor laser beam scanner. The friction agitating part includes a friction driving part(41) providing friction driving force to the rotary tool.
